戦火が鳴り止まない昨今の世界情勢を鑑みるとき、思い出す言葉がある。
「人間にとって必要なのは国家ではなく社会である」
これは田中芳樹のSF小説『銀河英雄伝説』に登場する主人公の一人、ヤン・ウェンリーの言葉である。虚構の中の一節ではあるが、その問いかけは現代にも鋭く響く。
ヤンと似たことを述べた人物として、アリストテレスが挙げられることが多い。アリストテレスは「人間は社会的動物である」と述べたとしばしば言われるが、正しくは「人間は政治的（ポリス的）動物である」と述べている。いずれにせよ、国家的動物と規定したわけではない。
国家の萌芽は五千年から六千年前の都市文明にさかのぼるが、現在のような近代的な国民国家を意識するようになったのは、せいぜい数百年前にすぎない。
一万年先の世界では、国家という単位は消滅し、地球全体が一つの社会としてまとまっている可能性もある。
つまり、国家という概念は、過渡期の技術であるハイブリッド車のような存在であり、本来は一時的な仕組みであるはずなのに、長期にわたり機能してきたため、あたかも永続的なものと誤解されているのかもしれない。
もっとも、地球全体が単一の国家に統合されるという考え方をカントは否定していた。彼が構想したのは世界国家ではなく、諸国家が連合して相互に法を守ることによる恒久平和であった。
いま自民党総裁選が話題となり、やがては解散総選挙へとつながる可能性もある。この機会にこそ、国家とは何か、社会とは何かを改めて考えてみたいものである。
When we look at the current world situation, where the sounds of war do not stop, a certain phrase comes to mind:
“What human beings need is not the state but society.”
This is a line spoken by Yang Wen-li, one of the main characters in Yoshiki Tanaka’s science fiction novel Legend of the Galactic Heroes. Although it is a phrase from fiction, its question still applies today. Aristotle is often mentioned as a person who said something similar.
Aristotle is often quoted as saying “Man is a social animal,” but more correctly, he said “Man is a political (polis) animal.” In any case, he did not describe human beings as “state animals.”
The beginnings of the state go back five to six thousand years, to the first urban civilizations. However, awareness of the modern nation-state as we know it today has existed for only a few hundred years.
Ten thousand years from now, the unit of the state may disappear, and the entire earth may become a single society.
In other words, the concept of the state is like the hybrid car, a transitional device. It should originally be a temporary system, but because it has continued to function for a long time, it may be misunderstood as something permanent.
However, Immanuel Kant denied the idea that the whole earth would be unified as a single state. What he envisioned was not a world state, but a federation of states that would maintain perpetual peace by mutually observing the law.
Now the Liberal Democratic Party presidential election is being discussed, and it may eventually lead to a dissolution of the Diet and a general election. This is a good opportunity to reconsider what the state is and what society is.
